IAMSAR Volume III – OSC Main Duties during SAR
Main Duties of the OSC (not exhaustive):
1. Coordinate operations of all SAR units
2. Carry out received search action plan
3. Modify search action or rescue plan in response to changing local circumstances
4. Provide relevant information to other units
5. Monitor performance of participating units
6. Ensure that search operations are conducted safely
7. Make SITREPs at appropriate intervals to the SMC
8. Maintain a detailed record of the operation
The OSC has an incredibly important role in the execution of a search action plan
In most circumstances the OSC will be appointed by the SMC who will formulate a plan and delegate the responsibility for executing it to the OSC
The unit delegated the responsibility of OSC has a wide range of roles and responsibilities to execute to ensure that the search is carried out in a professional and effective manner
The SMC will normally appoint the unit which has the best communications ability, such as a cruise ship with a high number of Officers
It does not matter if the OSC is the unit that actually affects the rescue of those in distress, the primary role is to be a command and control hub to ensure the success of the mission
On most occasions, the OSC will in addition to coordinating the search, participate in it as well, taking a search grid or other similar duty
